At any given moment, Eleanor is scheming many things. I’m not sure if Stephanie waving her down was part of a particular scheme or not, but it will certainly be incorporated into one. And putting people on the spot by questioning their motives (“Oh darling, what’s your rush?”) is not only second nature to Eleanor, it’s an excellent way to discover inspiration for a new scheme even if it doesn’t provide fuel to stoke an existing one.
Stephanie was a happy coincidence that gave Eleanor a chance to find out something she had suspected. She knows Rad and Edison frolicked on the airship.
Now she has an idea how much it meant to Rad. She can use that.
SPOILER: But she might need someone else’s help.
